India Agreement With Wto


With the rapid increase in international trade and the resulting increase in cross-border trade, the link between trade and the environment has become a relevant issue for the international community. The GATT/WTO, the main trade body dealing with international trade issues, has realized this. Some agreements within the WTO, such as the Agreement on Technical Barriers to Trade and the Agreement on Health and Plant Health Measures, have already, to some extent, focused on the environment. The agreement on the application of health and plant health measures, also known as the sPS agreement, was negotiated during the Uruguay round of THE GATT and came into force with the creation of the WTO in early 1995. Under the SPS agreement, the WTO sets limits on members` policy on food safety (bacterial contaminants, pesticides, inspection and labelling) and animal and plant health (imported pests and diseases). India`s share of world exports had risen from 2.53% at the time of independence (1947) to only 0.4% in 1980, but the reforms undertaken led to some growth, with India`s share of trade reaching 0.64% in 1995. However, concerns have raised concerns about the slowdown in the export growth rate from 20% in the early years of the reforms to only 4.01% in the 1996-97 period, and the slowdown in the rate of import growth. While the slowdown is partly due to a general slowdown in world trade from 19% in 1995 to 4% in 1996, it is also due, to some extent, to the denial of reasonable access to Indian commodity markets and non-tariff barriers, including anti-dumping measures, by industrialized countries. The WTO has 164 members and 24 observational governments. [101] Liberia became the 163rd member on 14 July 2016 and Afghanistan on 164th on 29 July 2016.

WTO members are not required to be fully independent states; they must only be a fully autonomous customs territory in the conduct of their external relations. Hong Kong has been a member since 1995 (since 1997 as “Hong Kong, China” before the People`s Republic of China, which joined the People`s Republic of China in 2001 after 15 years of negotiations. Taiwan joined the WTO in 2002 as “separate customs territory of Taiwan, Penghu, Kinmen and Matsu.” [105] The WTO secretariat does not take into account the official titles (such as advisers, first secretary, second secretary and third secretary) of members of Taiwan`s permanent representation to the WTO, with the exception of the titles of permanent representative and deputy permanent representative. [106] At the request of the United States, a body was established on 18 November 1997 to examine the United States` assertion that India`s continued quantitative import restrictions were inconsistent with India`s OBLIGATIONs under the WTO agreement.
